This article analyzes the impact of the "Amazon-Cost" on public security in Atalaia do Norte, located at the Vale do Javari border. The research focuses on logistical bottlenecks and the effectiveness of ostensive policing in remote areas. The general objective is to propose guidelines for security optimization, focusing on fluvial infrastructure and innovation. The methodology is qualitative, applied, and exploratory, utilizing bibliographic and documentary research alongside discourse analysis. The results demonstrate that geographic isolation and the seasonality of rivers impose severe constraints on troop maintenance and mobility, highlighting that operational effectiveness depends on technological modernization, such as connected vehicles and integrated systems. The final considerations validate the hypothesis that restructuring personnel based on the "Ideal Personnel Formula" (distance-time) and preparing for the TCO (Detailed Incident Report) are essential to overcome geographic determinism. The study concludes that state efficiency at the border requires precision logistical management to ensure sovereignty and the protection of human rights.
