FROM REACTIVE POLICING TO PROSPECTIVE INTELLIGENCE: THE IMPLEMENTATION OF THE "SISTEMA PAREDÃO" AND THE MODERNIZATION OF PUBLIC SECURITY IN AMAZONAS

This article analyzes the impact of police intelligence activity on the operational efficiency of the Military Police of Amazonas (PMAM), focusing on the implementation of the "Sistema Paredão" (Intelligent Siege) between 2023 and 2025. The primary objective is to evaluate how the prospective intelligence paradigm optimizes ostensive policing and the reduction of criminal indicators. The methodology consisted of qualitative and exploratory research based on a bibliographic and documentary survey of the Public Security Intelligence Doctrine (DISP) and an analysis of official statistical data from the Amazonas State Public Security Secretariat (SSP-AM). The results revealed a reduction in property crimes and an increase in the recovery of restricted vehicles, highlighting the system's technological maturation. It is concluded that the "Sistema Paredão" materializes the Principle of Administrative Efficiency by replacing reactive patrolling with precise, evidence-based interventions. Police intelligence consolidates itself as a strategic management tool that maximizes public security and optimizes the use of state resources in Amazonas.
