PUBLIC SECURITY AS A FUNDAMENTAL RIGHT: THE PERFORMANCE OF THE AMAZONAS MILITARY POLICE IN OSTENSIVE AND PREVENTIVE POLICING IN THE LIGHT OF THE FEDERAL CONSTITUTION OF 1988

This article highlights the performance of the Military Police of Amazonas (PMAM) as a mechanism for the realization of the fundamental right to public security, according to article 144 of the Federal Constitution of 1988. The object of research is based on the forms of exercise of the constitutional attributions of the corporation in ostensible and preventive policing. The general objective is to describe how PMAM's actions contribute to the effectiveness of security, identifying challenges and institutional achievements. The methodology adopted has a qualitative approach and descriptive character, using the deductive method through bibliographic and documentary research in specialized legislation and doctrines. The results show that despite facing unique geographical and logistical obstacles in the Amazon region, the PMAM has advanced through technological modernization, such as the use of drones and operational river bases, and the strengthening of social programs such as PROERD and Ronda Maria da Penha. The final considerations confirm that police action when based on the legality and dignity of the human person is essential for the maintenance of the Democratic Rule of Law, concluding that continuous investment in training and intelligence is indispensable to overcome structural limitations and ensure social peace in the State of Amazonas.
