Citizenship, educational inclusion, and social justice constitute central categories for understanding contemporary social policies, especially in societies marked by profound inequalities, such as Brazil. This article aims to analyze the relationship between educational inclusion and social justice, considering education as a fundamental social right and as a strategic instrument for the construction of citizenship. The research adopts a qualitative approach of a bibliographic and documentary nature, based on the analysis of academic productions, legislation, and public educational policies. The results show that, although there have been significant normative advances in the field of educational inclusion, structural, political, and pedagogical challenges persist that limit the realization of social justice. It is concluded that strengthening inclusive public educational policies is an essential condition for consolidating citizenship and for building a more just and egalitarian society.
