Abstract

This study provides an in-depth analysis of the management of public schools in the Municipality of Bailundo, examining the regulations governing the exercise of leadership and management positions in educational institutions within the Angolan legal framework, focusing on a democratic, participatory, and inclusive perspective, seeking to understand its impact on improving the quality of education. The research highlights the importance of involving all actors in the educational process, including administrators, teachers, students, and the community, in decision-making, promoting more transparent, efficient, and effective management. Field research was conducted using a qualitative and quantitative approach, employing methods such as document analysis, literature review, and a three-phase questionnaire with open and closed multiple-choice questions applied to the target audience. Data collection took place in 45 public schools in the Municipality of Bailundo. One hundred individuals participated in the research, where data analysis and processing were performed using descriptive statistics with SPSS software version 26 and Word software version 2019. The research highlights the need to strengthen public policies that guarantee the continuing education of school administrators and teachers, as well as the implementation of mechanisms that ensure transparency and legitimacy in the selection of school administrators as leaders. It concludes that the implementation of democratic, participatory, and inclusive management, coupled with respect for current legal norms, is fundamental to promoting quality education in the municipality of Bailundo, contributing to the social and economic development of the region.
