THE POWER OF TRANSPARENCY IN PUBLIC MANAGEMENT: STRENGTHENING DEMOCRACY AND CITIZEN TRUST – A THEORETICAL REVIEW

Transparency has become an essential element for strengthening democracy, improving relations between the State and society, and promoting public integrity. This article revisits the theme from a theoretical perspective, analyzing how the clear and accessible availability of public information impacts public trust in governmental institutions. The research is based on a literature review and documentary analysis, focusing on the Federal Constitution, the Access to Information Law (LAI), and the General Data Protection Law (LGPD), as well as recent studies and decisions related to public management, governance, compliance, and social participation. It was found that both active and passive transparency practices enhance accountability, strengthen social control, reduce the risk of corruption, and increase the legitimacy of public policies. Thus, building an institutional culture focused on publicity, access to information, and citizen participation is fundamental to democratic development.
