THE NEED FOR CONTINUOUS TRAINING FOR MILITARY POLICE OFFICERS IN AMAZONAS: A STRATEGIC ANALYSIS FOR THE IMPLEMENTATION OF THE CIRCUMSTANTIAL OCCURRENCE REPORT IN THE AMAZONIAN CONTEXT

The present article investigates the need to implement continuing training programs for the military police officers of the State of Amazonas, with a specific focus on updating police law and its practical application for the future implementation of the Termo Circunstanciado de Ocorrência (TCO – Police Report for Minor Offenses) by the Military Police of Amazonas (PMAM). It is important to highlight that PMAM has not yet implemented the TCO, maintaining the traditional procedures of escorting individuals to civil police stations, unlike a considerable portion of Brazilian military police forces that have already adopted this practice.The study is based on the premise that the continuous training of public security agents is a fundamental element for operational efficiency and for ensuring the basic rights of citizens. The methodology employed combines a systematic literature review, document analysis, and a comparative analysis of the experiences of other Brazilian states that have already implemented the TCO. The results show that the implementation of the TCO by PMAM is legally feasible and operationally advantageous, based on the successful experiences of other states in the federation. The research reveals that such implementation may contribute to reducing bureaucracy in the criminal justice system, improving the provision of public security services, and promoting the professionalization of frontline military police officers. However, its effective implementation requires substantial investment and, above all, technical training and legal updating of the active personnel. The conclusions point to the urgent need to structure a permanent continuing education program, with an emphasis on the technical–legal training of military police officers, as a sine qua non condition for the modernization of PMAM and for progress toward a full police cycle.
