THE CONTROL OF INTELLIGENCE ACTIVITY IN THE PMAM (MILITARY POLICE OF AMAZONAS)

This scientific article analyzes the structure, regulation, and control mechanisms of the Public Security Intelligence Activity (ISP) developed by the Military Police of Amazonas (PMAM). The study seeks to understand how the PMAM ensures the legitimacy and legality of Intelligence actions, which are vital for producing strategic knowledge that supports Command decision-making and the execution of operations aimed at preserving Public Order. The research employed a qualitative approach, analyzing the Corporation's internal guidelines and specialized literature on the Brazilian Intelligence System (SISBIN) and democratic control. The results demonstrate that internal control is primarily ensured by the Central Intelligence Advisory (ACIPMAM) and a rigorous professional training process (such as the CBI), aiming for doctrinal and ethical standardization. However, the article emphasizes that ethical and legal control requires the strict observance of the principles of Adequacy and Proportionality in selecting and employing collection techniques, serving as a safeguard against abuses of power. It is concluded that strengthening the PMAM's ISP, as a fundamental strategic instrument, demands continuous inter-institutional integration and the implementation of more transparent and effective external control mechanisms. This is crucial to ensure that the secrecy inherent to Intelligence does not compromise democratic oversight and respect for individual rights and guarantees.
