Abstract

This study aims to analyze the role of city councilors in the implementation of municipal public policies, highlighting their relevance to strengthening democracy and local governance. Based on the 1988 Federal Constitution and complementary legislation, such as the Fiscal Responsibility Law and the Access to Information Law, the study discusses the constitutional and legal attributions of city councilors, their oversight power, and the institutional limitations that affect the performance of their parliamentary function. The research, qualitative and exploratory in nature, was developed through a bibliographic and documentary review, encompassing scientific works published between 2020 and 2025. The results show that the effective performance of city councilors depends on technical training, political independence, administrative transparency, and citizen participation. It concludes that strengthening the municipal legislature is essential for the consolidation of effective public policies and for the promotion of democratic and responsible public management.
