MUNICIPAL PARTICIPATION IN PUBLIC SECURITY: OPPORTUNITIES AND CHALLENGES FOR THE MILITARY POLICE

This article aims to analyze the challenges and opportunities faced by the Military Police in the context of public security, with an emphasis on its performance in municipalities. While acknowledging the increasing participation of municipal entities in this field, the study focuses on the analysis of the Military Police of the State of Paraná, highlighting its structural limitations, especially in relation to personnel and integration with other sectors of public administration. The study proposes an intersectoral and cooperative approach as a strategy to increase the efficiency and institutional legitimacy of the corporation. To illustrate this proposal, a recent case study from the city of São Paulo is analyzed, in which the collaboration between the Military Police and the municipal executive branch resulted in significant improvements in the Cracolândia region. The methodology has a qualitative and exploratory approach, built from a literature review, document analysis, and case study. It is concluded that the isolated action of the Military Police tends to be limited, and that the construction of institutional partnerships is essential for the consolidation of more effective public security.
