APPLICABILITY OF THE SPECIAL DAILY ALLOWANCE FOR VOLUNTARY OVERTIME ACTIVITY WITHIN THE SCOPE OF THE PMPR: IMPLEMENTATION OF AN ELECTRONIC SYSTEM AS A PRESSING ORGANIZATIONAL NEED

Abstract

The applicability of the Special Daily Allowance for Voluntary Overtime Activity (DEAEV) within the Paraná Military Police has been a constant reality within the institutional scope since 2021, as in this year the Government of the State of Paraná issued State Decree No. 7,585, of May 6, 2021 (later modified by State Decree No. 9,455, of November 18, 2021), creating the aforementioned voluntary extra-day activity within the state spectrum as a way to expand and enhance the actions and operations of state public security forces. Within the Corporation, this is reflected in the increase in overt policing actions, through the greater operational deployment of its members in the core activity, in exchange for a financial contribution. In this context, this exploratory research, with a qualitative approach based on the Brazilian legal system, demonstrates that the implementation of a uniform, modern, and effective electronic system for the development and control of DEAEV (Emergency Emergency Response Team) application within the Military Police (PMPR) emerges as a relevant and pressing institutional need. This system keeps pace with contemporary technological advances and proactively pursues the Corporation's strategic objectives through the perspective of modernizing the organizational structure and optimizing available human resources. Striving for efficiency and effectiveness in the activities performed provides the sophistication of process-based management, in perfect alignment with the aforementioned Military Police Institution's strategic planning.
