Specialized Educational Services (SEAs) have established themselves as an important tool for supporting the inclusion and literacy of students targeted by special education, promoting pedagogical practices that recognize and value differences. Given this scenario, this study aimed to analyze the potential and challenges of SEAs in the literacy and inclusion process of students targeted by special education, based on a review and discussion of recent research on the topic. Methodologically, this is an exploratory and descriptive bibliographic study conducted in databases such as SciELO, Google Scholar, CAPES, and institutional repositories. The results indicate that SEAs play a fundamental role in pedagogical mediation, utilizing multimodal, technological, and Augmentative and Alternative Communication (AAC) resources, fostering students' cognitive and linguistic development. However, challenges persist, such as the fragmentation between Special Education and regular education, the lack of ongoing training, and the scarcity of material and structural resources. It can be concluded that strengthening collaborative work, investing in teacher training, and expanding public policies are essential conditions for the effectiveness of Special Education and the consolidation of truly inclusive education.
