The aim of this article is to analyse the application of State Law nº. 9,496 of 30 November 2021, which creates the State Programme to Combat Violence and Discrimination against Lesbian, Gay, Bisexual, Transgender and Intersex People, within the metropolitan area. In order to do this, we will look at the formation of the metropolitan region of Rio de Janeiro and the layout of the Citizenship Centres resulting from the aforementioned state legislation, which are facilities that focus on sheltering vulnerable people. We will then try to understand the dynamics of interactions in these spaces. The data for the research was collected from the state government's LGBTI+ Policy Superintendence and the institutional websites of Rio's executive and legislative branches. Finally, we will look at the legacy of the legislation and compare it with the national scenario.
