THE INFLUENCE OF COGNITIVE BIASES ON DATA ANALYSIS AND INTERPRETATION: A STUDY FROM THE PERSPECTIVE OF MILITARY POLICE INTELLIGENCE

Abstract

Military Police Intelligence analysts are subject to cognitive biases that compromise the objectivity and accuracy of their analyses. This study investigates the influence of these biases on data analysis and interpretation processes and identifies strategies to mitigate their effects on decision-making. Based on theoretical models by Heuer Jr. and Kahneman, this work employs literature review to analyze how biases affect the quality of Intelligence products. Results identify four main categories of biases: perception and evaluation of evidence, perception of cause and effect, probability estimation, and hindsight. The main biases detected are confirmation, availability, anchoring, and hindsight, which systematically distort the analytical process. To mitigate them, four strategies are proposed: Analysis of Competing Hypotheses, "outside view," decomposition and externalization techniques, and development of metacognitive awareness. It is concluded that analytical excellence requires systematic identification and compensation of cognitive limitations through structured methodologies and cultural transformation. The study demonstrates that, although it is impossible to completely eliminate cognitive biases, their coordinated application in Military Police Intelligence daily practice can significantly reduce their harmful effects. Effective implementation of these strategies demands recognition that biases are natural characteristics of human thinking, not individual failures, promoting an environment of continuous learning and improvement of Intelligence product quality.
