This article analyzes the relationship between Human Rights and police institutions in Brazil, focusing on their integration into organizational culture and the challenges that arise from this process. Drawing on qualitative research supported by documentation and a literature review, the study examines the concept of organizational culture—originally developed in the field of management—and its application to public institutions, particularly the police force. It discusses the historical trajectory of incorporating Human Rights into police training in Brazil, emphasizing national guidelines as well as the limitations highlighted in the specialized literature. Finally, it explores police culture and its tensions with human rights principles, referencing both classic international studies and national contributions. The findings indicate that, despite normative and pedagogical progress, a gap remains between formal instruction and the everyday practices of police officers, which continue to be shaped by institutional and subcultural values that undermine the centrality of human rights.
