DOMESTIC VIOLENCE IN PARANÁ: INSTITUTIONAL ADVANCES AND PERSISTENT CHALLENGES IN COMBATING GENDER-BASED VIOLENCE (2019–2024)

The present study aims to analyze the reality of domestic violence in the state of Paraná, highlighting both institutional advances and persistent challenges in addressing this serious social issue. To this end, a qualitative research methodology was adopted, based on the analysis of data available from official sources such as the Civil Police, the Public Defender’s Office, and the Court of Justice of the State of Paraná, as well as complementary information from organizations and specialized reports. The investigation revealed that Paraná has a consolidated normative framework, aligned with national legislation and protection guidelines for women. Public policies aimed at preventing and combating domestic violence have also been strengthened, particularly through the expansion of reporting and protection networks. In this context, the development of digital channels for filing complaints, the increase in urgent protective measures, and the implementation of specific police operations to restrain repeat offenders stand out as important advances. However, the data still point to a contradictory scenario. Despite institutional progress, lethal violence against women, especially femicide, remains at alarming levels, demonstrating that the strategies implemented, while necessary, are not yet sufficient to significantly change the reality faced in Paraná.
