HUMANIZATION IN HEALTH IN ANGOLA: CHARACTERIZATION OF THE NATIONAL POLICY IN THE GLOBAL CONTEXT

This study aimed to analyze the characteristics of Angola's National Policy for Humanization in Health in relation to the global scenario, through an integrative literature review. The PubMed, LILACS, and BDENF databases were consulted, covering the period from January 2019 to July 2025, using descriptors related to humanization and health policies. After applying the inclusion and exclusion criteria, 18 articles were selected for analysis and organized into a PRISMA flowchart and summary table. The results show that humanization in health services positively impacts the quality of care, patient satisfaction, and institutional performance. Practices such as welcoming, clear communication, patient-centered care, and continuous professional training are highlighted as essential strategies. However, structural barriers, staff overload, resource limitations, and cultural factors hinder effective policy implementation, reflecting challenges similar to those found in other low-income countries. In the Angolan context, the National Humanization Policy, supported by Presidential Decree No. 21/18 and the National Program for the Humanization of Healthcare (PNHAS), represents an opportunity to align the country with global guidelines for person-centered care and the Sustainable Development Goals. The integration of humanization policies with the National Health Development Plan (MINSA, 2022) provides a normative basis for strengthening humanized practices, promoting equity, quality of care, and user participation. It is concluded that investing in the humanization of healthcare services in Angola is strategic for improving care, reducing inequalities, and strengthening public trust in the healthcare system. Further research on the effectiveness of implemented policies is recommended, considering cultural aspects and innovative strategies in resource-limited contexts.
