THE IMPORTANCE OF THE ANNUAL HIRING PLAN (PCA) FOR THE MILITARY POLICE OF THE STATE OF PARANÁ: STRATEGIC PLANNING AND MANAGEMENT OF UNPREDICTABILITIES IN PUBLIC SAFETY

This article analyzes the importance of the Annual Procurement Plan (PCA) for the Military Police of the State of Paraná (PMPR), an instrument established by Federal Law No. 14,133/2021 and regulated by State Decree No. 10,086/2022 within the scope of the State of Paraná, investigating how to reconcile the legal requirement for systematic planning of public procurement with the operational unpredictability inherent in public security activities. The study critically examines the regulatory framework of the PCA and its purposes of rationalization, strategic alignment and budgetary subsidy, analyzes the organizational structure of the PMPR established by State Law No. 22,354/2025 to identify the bodies responsible for preparing and executing the plan, confronts divergent doctrinal perspectives ranging from blunt criticism of its usefulness to positions favorable to its implementation, and examines the tension between the optional nature of the PCA in federal law and its growing obligation in the practice of the control bodies, according to TCU case law. Through a qualitative analysis of the legislation, doctrine and decisions of that accounting body, it is concluded that, despite the challenges identified, the PCA represents a fundamental tool for modernizing management in the PMPR, proposing specific strategies such as the creation of coordination mechanisms, investment in training and the development of procedures that guarantee operational flexibility without compromising the benefits of structured planning, allowing the institution to meet its predictable demands and maintain the capacity to respond to the emergency situations characteristic of military police activity.
