This article analyzes the main challenges faced by public educational institutions in implementing Law No. 15.100/2025, which aims to guarantee educational and social rights to vulnerable students. Using a theoretical and documentary approach, the article discusses the relationship between legislation and institutional practice, identifying structural, political, and pedagogical obstacles to its effective implementation. The results highlight the need for ongoing training, strengthening democratic governance, and intersectoral coordination to ensure the principles of equity and inclusion enshrined in the law.
