DREI NORMATIVE INSTRUCTION NO. 81/2020 AND THE MODERNIZATION OF BUSINESS REGISTRATION IN BRAZIL: A STUDY ON DEBUREAUCRATIZATION

This article analyzes the impacts of Normative Instruction DREI No. 81/2020 on the modernization of business registration in Brazil, with an emphasis on its contribution to reducing bureaucracy in the business environment. The regulation consolidated 44 previous instructions into a single normative act, promoting the standardization of procedures and integration with REDESIM, a system that connects the agencies responsible for business legalization. The study addresses the advances brought by digitalization, such as the reduction in company registration time and the elimination of in-person procedures, highlighting the relevance of the Economic Freedom Law as a foundation for these transformations. However, the research also reveals operational limitations, regional disparities, technological challenges, and a lack of training in commercial registries. Through a critical analysis, it concludes that despite the progress, the effectiveness of IN No. 81/2020 depends on structural investments and coordinated actions to fully achieve its benefits, making the system more efficient, accessible, and competitive.
