This study analyzes the changes in public administration after the 1988 Constitution, focusing on the pursuit of greater efficiency in providing services to the public. It highlights the importance of the professional development of civil servants, which should be aligned with organizational goals and the particularities of the public sector, unlike the private sector. Concepts such as qualification, training, and continuous education are explained as essential for improving workers' performance and the quality of public services. The text also addresses challenges in human resource management, such as management turnover and the need to motivate and train the workforce. Models like competency-based management are presented as strategies to align skills with organizational demands, promoting greater efficiency. The literature review indicates that, although there is consensus on the importance of professional development, its implementation faces difficulties due to management volatility and policy fragmentation. It concludes that professional development is fundamental for a more efficient public administration and that future research could explore differences in the application of these actions across different levels of the public sector.
