The reactivation of roads in the Amazon, the BR-319, is often pointed out by environmentalists, researchers and public institutions as one of the main factors in the advance of deforestation in the region. The main objective of this study is to analyze the economic costs and legal obstacles related to the maintenance and viability of the BR-319 during the dry season, focusing on its impact on the development of Manaus. The research adopts an exploratory and descriptive approach, based on an analysis of government reports and specialized bibliography, with an emphasis on the legal norms and environmental legislation that regulate action on this important highway. By articulating the legal, economic and environmental aspects, the work seeks to contribute to the debate on the sustainability and rationality of road infrastructure in the Brazilian Amazon. The results of the analysis show that the BR-319 symbolizes the challenges faced by Brazil in the search for balanced development that respects both the environment and local communities. The study concludes that decisions on major construction projects in the Amazon must carefully consider their long-term ecological and social costs.
