THE FALSE POPULAR REPRESENTATION OF THE BRAZILIAN PROPORTIONAL ELECTORAL SYSTEM

The Brazilian proportional electoral system, although fundamental to democracy, has been the target of criticism regarding its ability to guarantee fair and equitable representation. This article analyzes the discrepancy between electoral representation and the effective political participation of minority groups, such as women, black and brown people, indigenous people, LGBTQIA+ people, and people with disabilities. The problem of representation in Brazil occurs as a consequence of the current electoral system, rooted in politicians and groups with great economic power, leaving minority but no less important social segments without representatives, and/or with few who can make a difference in political decisions. Through a qualitative and quantitative approach, the study investigates the causes and consequences of false representation, evaluating the impact of inclusion policies and the maintenance of a hegemonic political elite.
