PUBLIC MANAGEMENT IN THE JUDICIARY: THE RESPONSIBILITY OF MANAGERS AND CORPORATE PUBLIC GOVERNANCE

This article analyzes in depth the transformation of public administration in the Brazilian Judiciary, focusing on the evolution of public governance, accountability and the holding of managers accountable as strategic pillars of an efficient, honest and accessible Judiciary. It addresses governance mechanisms combined with disruptive technologies that expand social control and reinforce transparency. Accountability emerges as the basis of democracy, legitimizing institutions and combating corruption. The research demonstrates how modern practices, inspired by New Public Management (NGP) and Corporate Public Governance, have been incorporated, promoting transparency, participation and access to justice. The triad of transparency, accountability and citizen participation constitutes the core of an institutional reinvention. When guided by responsibility, strategic intelligence and commitment to the common good, judicial management becomes a catalyst for social justice. More than an administrative review, the article proposes a new culture of transformative public leadership, where the manager acts as the guardian of democratic legitimacy. References such as Drucker, Dworkin, Moore and Cappelletti support the connection between responsibility, public value and equal access to justice. In short, in the face of contemporary challenges, excellence in the management of the Judiciary is no longer an option — it is an imperative that cannot be postponed.
