Broadband is defined as a telecommunications infrastructure capable of transmitting data at high speeds, being essential for access to education, information, communication, and digital services. In Brazil, the expansion of this service faces significant challenges, especially in remote areas, where accessibility is still limited. This article addresses the role of public policies and regulation in the development of broadband in the country, with an emphasis on universal access. The objective is to analyze the policies and regulations implemented, evaluating their effectiveness in overcoming market failures and the geographical and socioeconomic challenges faced by Brazil. The methodology adopted was a literature review based on scientific articles, theses, and dissertations, as well as legal documents related to sector regulation. The results indicate that, despite progress through programs such as the Government Electronic Service – Citizen Service (GESAC), there is still a large disparity in broadband access, especially in peripheral regions. Effective regulation and the promotion of competition are essential to expand coverage and ensure digital inclusion. In conclusion, the study suggests that the government should strengthen regulatory strategies and public policies to ensure universal broadband access, promoting digital inclusion and regional development.
