Abstract

In recent years, Brazil has been widely discussing the use of Portable Operational Cameras (COPs) by security forces, especially by the Military Police. The expectation is that these cameras will reduce the use of force and provide greater legal security to officers. In Paraná, the State Secretariat of Public Security received questions from civil society, the Public Defender's Office, the Public Prosecutor's Office, and the Legislative Branch about the adoption of this resource, resulting in a pilot project to evaluate its effectiveness in the Military Police of Paraná (PMPR). The PMPR seeks to adapt to this new technology to offer a quality service to the population. This study is based on the following guiding questions: how important is the use of Portable Operational Cameras for military police service? Do their applicability and results justify the investment? The work presents itself as exploratory research, with a qualitative focus and used a review of literature, doctrines, and current legislation. The results indicate that the implementation of COPs is a milestone in the search for more transparent and efficient policing, aligned with social demands. Initial data is promising, suggesting that the technology can strengthen public trust in police, reduce the use of force and improve the quality of service provided.
