The text deals with the challenges of educational policies in the care of young people as social rights and as educational opportunities. The objective is: to contribute to the debate on educational policies in high school and the challenges facing care and educational opportunities as a social right for young people. But how are care and educational opportunities for high school youth thought and planned? Despite the advances in high school, there are still great challenges to be overcome to offer services that enable the development of effective citizenship and preparation for work, in addition to the corrections to be made about access and permanence, when dropout or abandonment persists, causing lack of meaning to the school. Methodologically, opt or-s and as a method the social theory of historical materialism-dialectical and for the making of the study used bibliographic and documentary research.
