THE CONTRIBUTION OF JUDICIAL ACTIVISM TO THE IMPLEMENTATION OF RACIAL QUOTAS POLICY IN BRAZILIAN UNIVERSITIES

The general objective of this work is to investigate the contribution of judicial activism in the implementation of the Public Policy on Racial Quotas for access to Higher Education in Brazil. The research was developed through bibliographic analysis, which included the reading and analysis of various documents, such as demographic censuses, dissertations, decisions of the Federal Supreme Court and, especially, scientific articles. These materials were fundamental to understanding the historical context of the black population's struggle for the right to higher education and the role of judicial activism in conquering this space. It is concluded that judicial activism played a crucial role in promoting visibility and in the debate about racial quotas that led to the enactment of Law No. 12,711/2012.
