This article explores the relationship between the concept of regional development and Law 2,594, of June 11, 2012, which establishes the State Policy to Support Cooperatives (PEAC) in Tocantins. The study analyzes the historical and geographical evolution of regional development policies in Brazil, from the imperial period to the formation of the State of Tocantins and the implementation of the PEAC. The research uses a bibliographic and documentary approach, addressing concepts of regional development, according to Perroux and Martinelli and Joyal, and examines how PEAC promotes social, economic and cultural organization through specific programs and projects. The analysis reveals that, although PEAC has established an important milestone for supporting cooperativism, there is a need for greater participation by the cooperative sector in the bodies that define regional development policies. Lack of active engagement can limit the effectiveness of development strategies and the ability to address regional problems. The article suggests that future public policies should consider the effective inclusion of cooperatives and the promotion of structuring actions with future members to guarantee the success and sustainability of cooperativism. Thus, the study concludes that the effective participation of the cooperative movement is crucial for improving regional development policies and for building a more robust cooperative movement in Tocantins.
