It analyzes the actions of Municipal Guards in the policy of protecting children and adolescents and their contributions, through a comparative study in the human rights sectors. The bibliographic research compares the list of goals 4.7, 11.7 and 16.2 of the Sustainable Development Goals of the United Nations 2030 Agenda, in the search for reducing violence in social and community environments. It uses a qualitative approach, basic nature, bibliographical survey procedure. The study examines the Social Prevention Program of the Natal Municipal Guard, Semente Cidadã, aimed at protecting and ensuring the rights of Children and Adolescents in accordance with Federal Law 13022/2014 (General Statute of Municipal Guards) and the attribution of Municipal Guards in the Preventive Security of Children and Adolescents, Statute of Children and Adolescents - ECA. The research finds results of practices in the literature pertinent to the themes of (five) Municipal Guards (GMs), from the cities of Rio de Janeiro, Fortaleza, Curitiba, Goiânia and Belém. To this end, bibliographic research was used as a data collection method, through the content raised in the theoretical framework. The main contribution is to demonstrate the importance of the Social Prevention Program of the Natal Municipal Guard in the Human Rights cycle in Prevention and Protection Policies for Children and adolescents.
