In this study, we investigated the challenge of raising the quality of education in school institutions that face resource constraints, with a particular focus on public education. The main objective was to identify and examine strategies that are efficient in promoting quality education, specifically addressing school management, pedagogical practices, the use of educational technologies and community engagement as fundamental pillars. To achieve this objective, a thorough bibliographic review methodology was adopted, based on a careful selection of sources that cover these themes within the educational scenario. Throughout the development of the study, the need for effective school management was emphasized, the use of pedagogical practices that innovate the teaching-learning process, the strategic use of educational technologies and the strengthening of community participation as strategies to overcome obstacles imposed by lack of resources. The results indicated the possibility of making significant changes through a joint and integrated approach, including in scenarios with severe limitations. The study's conclusions highlighted that, despite the obstacles encountered, the interaction of these strategies outlines a viable and hopeful path to improving educational quality. The importance of engagement, innovation and cooperation between all participants in the educational process was highlighted as key elements for the success of this endeavor.
