Entrepreneurship in Brazil is a challenge where there is the ability to improve or identify opportunities and create new ventures, generating and developing innovative ideas, in addition to contributing to the growth of the region and the country. From this perspective, considering Brazil an entrepreneurial country, this research addresses a study on informality, starting from the research hypothesis where the main factors that led to the non-adherence of self-employed workers, residents of the city of Itabela, were questioned, the formality of their enterprise? This study investigates the reasons why informal workers in Itabela do not formalize according to the law. The specific objectives are: to contextualize entrepreneurship in Brazil, understand the challenges of formalization and present the advantages of becoming an individual microentrepreneur, based on theoretical references. In this sense, the study sought to analyze the characteristics and challenges of self-employed workers in the city of Itabela, based on an exploratory and descriptive bibliographic review that uses a qualitative-quantitative approach. To do this, SciELO databases, Google Scholar, books, scientific articles and websites related to the topic were consulted. Furthermore, forms with structured and semi-structured questions were applied to forty self-employed workers from different areas, in order to obtain data on their working conditions, income, satisfaction and difficulties. Entrepreneurship is a way of generating income and development for many people who do not have formal management qualifications. However, for the business to grow and consolidate, it is necessary to have the support of appropriate public policies, such as the MEI category. This category aims to facilitate the formalization and taxation of individual micro-entrepreneurs, therefore, it is necessary to investigate the effectiveness of the MEI category, as a way of encouraging entrepreneurship as a public policy, whether it meets all expectations, enabling the emergence of new reflections.
