Abstract

This article broaches the administrative routines in the Departament of Education of Santa Catarina (a Brazilian state) from 1935 to 1938. For this purpose, letters signed by its then director, Luiz Trindade, were analyzed. The goal is to link operational practices originated from this management placement to the public administration momentum in a national context. Furthermore, the article sees administrative maneuvers as practices (Certeau, 2009; 1985) with an eye to the movement of political subjects within the bureaucratic machine. Thus, it recognizes that processes concerning public instruction result of social practices, and expedients of management as related to socially constructed power positions. It returns to the elaboration of Formosinho (2008; 2007), who analyzed the link between practical and legal means by deepening the study of bureaucratic pedagogy. Also within the area of education, Paulilo (2015, p. 58-158) furthers the understanding of educational technical frameworks as resulting of several administrative strategies. The article aims to track down the practices found within the bureaucratic machinery, considering educational management as a field of knowledge and a social practice. Finally, it maps its conclusions by listing the practices found, their referrals and the way they can be related within the bureaucratic management of public instruction in the time.
