Abstract

The distancing of federal states from the Inter-American Human Rights System contributes to a mistaken axiological hierarchy of state Public Administration in interpretive decision-making. This article aims to demonstrate that this cognitive distortion can be changed with the effective participation of federal states in ongoing processes in the Inter-American Human Rights System, resulting in greater effectiveness of the Inter-American Convention on Human Rights in state public management.
