Access to information or civic education provides, in addition to participation in discussions about public affairs, the demand for resolving general and collective problems, as well as the objective of carrying out an exploratory study of authors about the debate and based on research on data obtained from websites of government institutions and civil society organizations, journalistic content, and current legislation, through their public access channels. The study aims to review literature, research, official information and law, with the purpose of analyzing the elements that explain why Brazilian citizens should be informed about access to their basic rights. Methodologically, this is an integrative review, using studies indexed in databases contained in the literature and in the information channels of public and private entities. Among the results are the analysis of 19 studies, with 4 articles selected through the inclusion and exclusion criteria where it is pointed out that the democratization of access is existing, but limited in its access, without incentive actions for the reach and use of information. The study showed that the right to information goes beyond guaranteeing citizens' access and in addition to including, guaranteeing and providing means and conditions so that access to information is legitimate.
