Abstract

This article analyzes the changes brought by Law 14.133/2021 in the framework of public procurement in Brazil, with a specific focus on the management of the Price Registration System (SRP). The new legislation introduced important administrative changes, including the creation of specific bidding modalities and changes to the qualification and judgment phases. Furthermore, Law 14.133/2021 promotes preference for micro and small companies and encourages the use of technological methods. This study seeks to understand the impacts of these changes in the management of price records, aiming to evaluate efficiency, transparency and savings in public procurement. Overall, the article highlights the need to understand the changes introduced by Law 14.133/2021 and to adopt governance practices to ensure efficient, transparent and controlled public procurement with the principles of public administration.
