This bibliographic article presents an analysis of the international policy on special education from an inclusive perspective. Educational inclusion has been a central objective in the educational agendas of many countries, seeking to guarantee the right to quality education for all students, regardless of their individual characteristics. Special Education plays a crucial role in this context, offering support and resources for students with disabilities, special educational needs and different abilities. The aim of this study is to examine the main international policies related to Special Education and their evolution towards an inclusive approach. In addition, the principles and guidelines that support the inclusive perspective in Special Education are discussed, such as valuing diversity, equitable access to education, active student participation and collaboration between teachers, families and communities. The article also highlights the challenges faced in implementing inclusive Special Education policies at the international level, including the lack of adequate resources, the need for teacher training, and overcoming attitudinal and structural barriers.
