Abstract

The work aims to understand Law 14.133/2021 and to analyze the impact on the negotiations of MEs and small entrepreneurs in the state of Tocantins. The change in the legal regime focuses on making public procurement less bureaucratic, in addition to promoting fair competition among participants in bidding processes. During the research, it was possible to understand the transition between Law nº 8.666/93 and the new law of public tenders and administrative contracts, as well as the negotiations regarding the new legislation.
