Abstract

This article analyzes urban land regularization (REURB) in contrast to measures for clearing and managing at-risk areas in the East Zone of Manaus. The study investigates the legal instruments provided for in Law No. 13.465/2017 and the 1988 Federal Constitution to reconcile the fundamental right to housing, the social function of property, and environmental protection within consolidated informal urban settlements. An applied research methodology was employed, utilizing a qualitative approach and bibliographic and documentary procedures. The analysis demonstrates that the effective implementation of REURB-S—integrated with technical assessments and municipal housing relocation programs—reduces legal uncertainty and promotes human dignity, thereby overcoming the challenges of state inaction and socio-environmental vulnerability in the Amazonian urban periphery.
