The question that permeated the entire intent of the work was how specialized care is provided within regular schools. What are the obstacles that teachers, academic community, parents and students with special needs face in accessing quality teaching/learning that forms citizens with full rights and potential? To answer it, a qualitative bibliographic research was used, as a method of systematic bibliography review within the area. The second topic is dedicated to specialized educational care with a bibliographic review to understand the main obstacles and advances in this form of education. Finally, the conclusion that intended to answer the question posed satisfactorily, and understood the difficulties of this form of teaching.
