Abstract

The territorial complexity of the State of Pará, characterized by an extensive hydrographic network, hard-to-reach areas and transnational illicit dynamics, imposes structural challenges on governmental public security management. This article analyzes the Candiru Integrated River Base as a strategic instrument of territorial planning and interinstitutional integration in combating drug trafficking, environmental crimes and river-related offenses. The research adopts a qualitative and applied approach, based on documentary analysis, relevant legislation and theoretical references on public management and integrated security. The results indicate that the Candiru Base represents an innovative model of strategic territorial occupation, promoting permanent state presence, integration among agencies and rational use of resources. It is concluded that the initiative strengthens government planning guided by territorial data and contributes to the consolidation of public security policies adapted to Amazonian specificities.
