Abstract

The article addresses the evolution of Criminal Law in comparison with International Law with a focus on the theme of the Internationalization of the First Command of the Capital, a criminal organization that emerged within the prison system of the State of São Paulo, with a small group of prisoners and which currently has the capacity to establish connections in other countries to carry out their activities beyond the national territory. This article is divided into 4 chapters. The first chapter will dedicate the contextualization of organized crime, as well as the positioning of the Palermo convention, which is a global means of combating organized crime and finally the conceptualization of transnational crime. The second chapter will follow the emergence and evolution of the history of the PCC, the group emerged through the absence of the State in care within Brazilian prisons. The third chapter addresses the internationalization of the First Command of the Capital in border circumstances. Finally, in the fourth chapter, we present the international and national policy in combat, how Brazil faces the current situation in public security and how US anti-narcotics in Latin America makes a difference in the combat system. The internationalization process is a path that enables more power for the organization.
