Abstract

The research will present as main focus the State Civil Liability in the offer of hospitalization in intensive care units, systematizing clearly and objectively, adopting bibliographic research through publications and making use of documentary studiesi throughout the country. Therefore, it presents the real demand in relation to the number of places in ICU beds that serve patients in the national territory, according to the basic rule of inhabitant / reader. In the literature development, it will also address the influence of demand as fact of the availability and need for ICU beds in the context of instability, explaining the difficulty of strong planning to remedy access to this servicei.
