The article analyzes the ways in which the Brazilian public university can contribute to local and regional development, seeking to identify the role of communication management in this process. It aims to describe the relevance of this strategy, when employed by the public university in order to strengthen the ties maintained with the community, with a view to local and regional development. Elaborated from the bibliographic research technique, it is configured as a review of the available literature on the subject, and presents, sequentially, historical aspects about the installation of public universities in Brazil, conciliations and conflicts between the public university and society in the 20th century. XXI and communication management as a strategy for local and regional development. As a conclusion, it affirms the potential of an adequate communication management promoted by the public university not only as a strategy for local and regional development, but also as resistance to the actions of dismantling higher education imposed by the current federal government.
