BETWEEN ACHIEVEMENTS AND CHALLENGES: PUBLIC POLICIES FOR CHILDREN AND YOUTH IN BRAZIL (1990-2022)

This article focuses on public policies for children and youth in Brazil, whose main regulatory framework is the Statute of Children and Adolescents, which guaranteed this part of the population the status of subjects of fundamental rights with absolute priority of protection by the State. It aims to analyze the main achievements and challenges associated with the maintenance of public policies aimed at children and youth in the country from 1990 to 2022, considering the ideological influence manifested, at present, within the scope of the federal government, and its reflexes on this segment. Elaborated from the bibliographic research technique, it starts from the provisions inscribed in the specific infraconstitutional legislation and its institutionalization in the form of public policies, to then discuss the challenges inherent to this scenario caused by the administration of Jair Bolsonaro, strongly marked by the reduction of the participation of the civil society in the different instances responsible for the formulation, monitoring and execution of state policies. It concludes on the effectiveness of the provisions of the ECA, more than 30 years after its enactment, and points to the need to rescue social participation so that public policies for children and youth continue to demonstrate effectiveness in Brazil.
