TOURISM, COMMONS MANAGEMENT AND NATURAL RESOURCES ON PIPA BEACH / BRAZIL: A PERSPECTIVE IN LIGHT OF OSTROM PRINCIPLES

The present study portrays environmental, social, economic, and political aspects propagated in Pipa beach, belonging to the municipality of Tibau do Sul, state of Rio Grande do Norte. Therefore, the general objective of the research is “To verify the applicability of Ostrom's governance principles as a mechanism for the analysis of the tourism context in Pipa, in order to overcome current obstacles, in favor of cooperation aimed at preserving common use ”. In order to make the results of the above objective possible, Ostrom's theoretical and methodological framework (1990, 2007 and 2009) have the guidelines to be investigated, with the aid of on-site visits (2014 to 2018), participant observation, document analysis and semi-structured interviews. It is believed that the self-management of natural goods, led by the local community, can be pointed as a strategy capable of proposing a more balanced tourism development of common resource systems and units. The population of Pipa beach is able to leave to a group of actors with common goals, emphasizing the need to maintain resource systems, such as the beach, lagoon, forest, cliffs.
