THE IMPORTANCE OF THE STIMULUS PROGRAM FOR TRANSPORT CABOTAGE - BR DO MAR FOR LOGISTICS IN BRAZIL

Abstract

 Brazil is experiencing rapid growth, being heavily dependent on overseas logistics needs due to its business potential. In view of the above, this article aimed to analyze the importance of the Cabotage Transport Stimulus Program - BR do Mar for logistics in Brazil. The specific objectives of this work were: to discuss logistics in Brazil; talk about cabotage and the possible changes resulting from the implementation of the “BR do Mar” in the country; and, to investigate how the informally called Project BR do Mar seeks to increase the offer of cabotage, contributing to the reduction of logistics costs. For a better treatment of the objectives, the need for bibliographic research was detected at the time when materials already prepared were used: books, scientific articles, magazines, electronic documents and encyclopedias in the search and allocation of knowledge on the subject. It was concluded that the “BR do Mar” program aims to facilitate the expansion of cabotage operations and the entry of new companies. The main proposal to amend the legislation is to increase the possibilities for Brazilian Shipping Companies (EBNs) to charter vessels, without the obligation to have their own vessels. This change is being proposed in a balanced way, maintaining an incentive for companies to have their own fleet, which contributes to the main characteristic sought by potential cabotage users: regularity.
