This article deals exclusively with article 3 of Meta 7 of the law, aiming to describe some of the beliefs that exist in it, make an analysis, report chronologically the facts until the final version of the law and consider its applicability throughout the network of the parents. The aforementioned legislation only came to establish guidelines and implement what was already recommended in the Federal Constitution of 1988 in its article 214, which establishes the approval of a National Education Plan of ten-year duration, as well as in Law nº 9.394 of December 20, 1996, which establishes Guidelines and Bases for National Education and Law No. 12,796, of April 4, 2013, both of which are in article 26 which cites: "The curricula of Early Childhood Education, Elementary School and High School must have a Common National Base, to be complemented , in each education system and in each establishment, by a diversified part, required by the regional and local characteristics of the society, culture, economy of the students.” And application of the guidelines for Basic Education and the National Common Base of Curriculum, with rights and objectives of learning and development of students for each year of Elementary School and High School, respecting regional, state and local diversities. In order to work on cognitive aspects, as well as human, social, emotional qualities and skills that prepare people for life!
