Abstract

Currently, there is a polarized debate about the role of municipal guards in Brazil, however, this analysis should be broadened and as a result shown in the paradigmatic model of public security policy to confront violence in Brazil. Given this scenario, this paper aims to present a history of the municipal guard in Brazil, concomitantly, exposing a current situation and an emergency examination of the constitutionality of Law 13.022 / 2014 that deals with the municipal guard in the country. To accomplish this task, a qualitative investigation will be conducted, based on the bibliographic and documentary review on the subject.
