THE OPENING OF ADDITIONAL CREDITS IN BRAZILIAN STATE GOVERNMENTS AND ITS RELATIONSHIP WITH POLITICAL CYCLES

Abstract

This study aimed to study the influence of political cycles on the opening of additional credits in Brazilian states. Using data collected from official sources, we evaluated the period corresponding to the years 2015 to 2019, of the 26 Brazilian states and the Federal District. Based on a linear regression with panel data, the opening of additional credits was analyzed against the following electoral political factors: election years, pre-election years, governor running for reelection, and also the political-party alignment of the head of the state executive with the federal one. As a result, it was concluded that the pre-election year variable exerts a significant and positive influence on the opening of additional credits, while the election year, the party political alignment with the President of the Republic and the governor's candidacy for reelection were not significant in the sample. What the results suggest, indicates the use of the additional credits in electoral management.
